RUSKIN, Fla. — The Hillsborough County Sheriff's Office (HCSO) arrested a man after an pulling a body from the water in Ruskin Saturday night.

Kamal Padlowski, 50, was charged with second-degree murder.

At 6:37 p.m., HCSO deputies began investigating what initially came in as a possible shooting stemming from an altercation in the 500 block of Bahia Beach Boulevard in Ruskin.

When deputies arrived, they were unable to locate any signs of a shooting or a victim.

After receiving a witness statement that someone had fallen into the water following an altercation, the HCSO Dive Team was called in and recovered a body in the water.

Through an investigation, detectives learned that there had been a fight between the suspect and another adult male on a boat.

During the altercation, the victim left the boat with Padlowski following. Padlowski then pushed the victim, who then fell and hit his head on the dock. Padlowski then pushed the victim into the water, Sheriff’s Office officials said.

"This tragic incident highlights the severe consequences that can arise from acts of violence, and our thoughts are with the victim's family during this incredibly difficult time," said Sheriff Chad Chronister. "The Hillsborough County Sheriff's Office is dedicated to ensuring justice is served, and we will continue to investigate this case thoroughly."

The victim is not being named until next of kin has can been notified.

“You know, it might just be time we take a look if HOAs are really even necessary.
Maybe we should just do away with homeowner associations as a whole.”

South Florida lawmaker Rep. Juan Carlos Porras (R-Miami) says it may be time to do away with homeowners associations altogether, as more Floridians speak out about rising fees, costly lawsuits, and even arrests tied to HOA disputes. He said this week that he is considering filing legislation in the next session that would abolish HOAs statewide.
