TAMPA, Fla. — The Tampa Police Department (TPD) has charged a man with the double homicide that occurred on Saturday.
Robert Webb, 65, was charged with two felony counts of first-degree murder, armed burglary and assault or battery.
TPD said the shooting happened near the 1100 block of Ray Charles Blvd around 1:15 p.m.
The investigation revealed that on May 27, Webb was told about some allegations that both victims had claimed about him, which angered the suspect, according to a TPD press release. Webb and the two victims were known to each other.
On Saturday, Webb parked in the garage of the apartment complex, gained entry to the stairs of the residential building, and waited for the victims in the hallway where they were fatally shot. Shortly after the shooting, Webb turned himself into officers and the firearm used in the crime.
Webb was booked into the Orient Road Jail.
“You know, it might just be time we take a look if HOAs are really even necessary.
Maybe we should just do away with homeowner associations as a whole.”

Juan Carlos Porras (R-Miami) says it may be time to do away with homeowners associations altogether, as more Floridians speak out about rising fees, costly lawsuits, and even arrests tied to HOA disputes. He said this week that he is considering filing legislation in the next session that would abolish HOAs statewide.
